FA Regulatory Commission penalises Millwall for misconduct breach
Millwall F.C. have been sanctioned by an independent Regulatory Commission after breaching The Football AssociationRule E21 during their Carabao Cup clash with Crystal Palace F.C. on September 16, 2025.
The club has been handed a £45,000 fine, placed under an extended action plan, and issued a formal warning.

The FA found that around the 11th minute of the match, Millwall failed to prevent supporters from engaging in offensive and discriminatory behaviour, including language referencing disability. A second alleged incident in the 80th minute was dismissed after the club contested that charge.
The FA had pushed for stricter punishment — including the possibility of a partial or full stadium closure — citing Millwall’s history of similar breaches. However, the commission opted against that route, acknowledging the club’s ongoing efforts to address the issue through its existing and enhanced action plans, despite this being their third violation of Rule E21.
In response, Millwall accepted the sanction and strongly condemned the behaviour, confirming it stemmed from a chant containing discriminatory language. The club reiterated its zero-tolerance stance on abuse of any kind and warned that individuals involved could face bans.
Millwall also stressed that such conduct does not reflect the values of the wider fanbase and pledged to continue strengthening its anti-discrimination initiatives, including its “All ‘Wall” campaign. Supporters have been encouraged to report incidents through the club’s dedicated “Hear Hate, Don’t Hesitate” system.
On the pitch, the match saw Crystal Palace take the lead through Chris Richards before Ryan Leonard equalised late on, forcing a penalty shootout that Palace eventually won 4–2.
