New FA rule could reshape EFL transfers as Blackburn Rovers face setback
Blackburn Rovers are set to feel the effects of new ESC regulations introduced by The Football Association, with the changes likely to impact the club’s transfer strategy moving forward.
Under the previous rules, Rovers were permitted to register up to four players who did not meet the standard Governing Body Endorsement (GBE) requirements for a work permit. Last season, those spots were occupied by Balazs Toth, Moussa Baradji, Augustus Kargbo and Axel Henriksson.

However, recent rule adjustments mean Blackburn have now been able to convert both Toth and Baradji onto full work permits after they exceeded the required playing threshold during the campaign. Players who feature in more than 50 percent of their team’s available minutes can qualify for a full permit, provided they meet the necessary criteria.
To secure a GBE work permit, players must still reach a minimum of 15 points, which are awarded based on factors including league standard, European competition involvement, and international appearances.
The new regulations are expected to narrow Blackburn’s recruitment options, particularly when targeting talent from lower divisions abroad. While the club may continue scouting the same markets, age restrictions mean signings similar to Yuki Ohashi or Balazs Toth may no longer be possible under ESC rules.
Current players already occupying ESC positions, including Kargbo and Henriksson, will not be affected by the changes. However, Blackburn will now only have two remaining slots available for younger emerging talents rather than more experienced overseas recruits.
With Tony Mowbray already favouring a healthier balance between domestic and foreign additions, the updated rules may further encourage Blackburn to focus more heavily on the English transfer market.
