Following the deduction of points from Nottingham Forest, the whole list of charges and possible punishments for Manchester City
The news about Manchester City comes as the deduction of points from Nottingham Forest, which obviously brings focus back to the 115 charges and the imminent Premier League decision.
On account of their violation of the Premier League’s rules regarding profit and sustainability, Nottingham Forest has been penalized with a deduction of four points. The result of this is that they are now in the relegation zone, and they are only one point away from being safe heading into the international break that occurs in March.
In spite of the fact that the club intends to file an appeal against the verdict, they are now the second team in this season to be found guilty of violating these guidelines. Everton was also given a penalty of ten points earlier in the season for infringing the same rules that were being enforced. However, in February, there was a reduction in their penalty to six points when they filed an appeal.
The outcome of another charge that was filed at the same time as the one against Nottingham Forest is still unknown to Everton, who are still waiting to hear the verdict. As a result of this most recent deduction, Luton Town have moved out of the bottom three and are no longer in immediate danger of falling back into the Championship. According to NottinghamshireLive, if they choose to appeal, their case must be heard and resolved by the 15th of April.
It is five days after the conclusion of the season that the Premier League has decided to make the 24th of May the final date for any appeals that may be filed. In the span of three years, Premier League clubs are permitted to incur losses of up to £105 million. This cap, however, has been lowered to £61 million for clubs who have been competing in the Championship for a period of two years.
As Manchester City is currently facing 115 charges for allegedly breaching league rules, Forest’s deduction comes at a time when the club is facing these charges. It is asserted that City committed more than one hundred violations, and in February, the city was referred to an independent panel for violations that occurred between the years 2009 and 2018.
There are allegations that they have not cooperated with the investigation being conducted by the Premier League, that they have not adhered to the regulations that have been established by the PSR, and, most damningly, that they have, for the past nine seasons, essentially not given truthful and accurate information about their financial situation.
Additionally, the club was victorious in the FA Cup, three League Cups, and three Premier League crowns during this time period. It has also been stated that Chelsea are being investigated; however, it is not yet known whether or not they will be charged with any offenses.
If it is determined that the charges are true, then it is highly probable that the consequences that could be imposed would be extremely severe. On the other hand, this is still a significant if, and it is still quite a distance away from the date that City initially charged him, which was February 2023.
In principle, the independent panel has the authority to impose a point deduction in the Premier League, or even more severely, expulsion from the highest level of English football competition. Among the other possible punishments are the following: preventing a club from participating in league matches, recommending that league matches be replayed, ordering compensation, canceling or refusing to register players, imposing a conditional punishment, or directing the club to pay costs. After the investigation is finished, there is, of course, the possibility that there will be no punishment at all associated with the situation.
Not many specifics of the case have been disclosed to the public. In order to ensure that all is resolved by the time the 2024/25 season comes to a close, the hearing about the city is anticipated to take place later this year.
It was said by the CEO of the Premier League, Richard Masters, that “They are very different charges.” If any club, regardless of whether they are the current champions or not, had been discovered to have violated the spending regulations for the year ’23, they would have been in the exact same position as Everton or Nottingham Forest.

In line with Premier League Rule W.82.1, the Premier League has confirmed that it has submitted a number of alleged violations of the Premier League Rules committed by Manchester City Football Club (Club) to a Commission in accordance with Premier League Rule W.3.4.
The following is a list of the Premier League Rules that according to the allegations, the Club is in violation of:
Regarding each of the seasons from 2009–10 to 2017–18 inclusive, the Premier League Rules that were applicable during those seasons required a member club to provide the Premier League with accurate financial information that gives a true and fair view of the club’s financial position. This was especially true with regard to the club’s revenue (including sponsorship revenue), its related parties, and its operating costs. Specifically, the following factors were considered:
(a) for Season 2009/10, Premier League Rules B.13, C.71, C.72, C.75 (amended to C.79 from 10 September 2009 for the remainder of Season 2009/10) and C.80; (b) for Season 2010/11, Premier League Rules B.13, C.78, C.79, C.86 and C.87; (c) for Season 2011/12, Premier League Rules B.13, E.3, 4, E.11 and E.12; (d) for Season 2012/13, Premier League Rules 16, E.3, E.4, E.11 and E.12; (e) for Season 2013/14, Premier League Rules 15, E.3, E.4, E.11, E.12 and E.49; (f) for Season 2014/15, Premier League Rules 16, E.3, E.4, E.11, E.12 and E.50; (g) for Season 2015/16, Premier League Rules 16, E.3, E.4, E.11, E.12 and E.50; (h) for Season 2016/17, Premier League Rules16, E.3, E.4, E.11, E.12 and E.51; and (i) for Season 2017/18, Premier League Rules B.16, 3, E.4, E.11, E.12 and E.51.

In respect of: (a) each of Seasons 2009/10 to 2012/13 inclusive, the Premier League Rules applicable in those Seasons requiring a member club to include full details of manager remuneration in its relevant contracts with its manager, namely: (1) for Seasons 2009/10 to 2011/12 inclusive, Premier League Rules Q.7 and Q.8; and (2) for Season 2012/13, Premier League Rules P.7 and P.8; and (b) each of Seasons 2010/11 to 2015/16 inclusive, the Premier League Rules applicable in those Seasons requiring a member club to include full details of player remuneration in its relevant contracts with its players, namely: (1) for Seasons 2010/11 and 2011/12, Premier League Rules K.12 and K.20; (2) for Season 2012/13, Premier League Rules T.12 and T.20; (3) for Seasons 2013/14 and 2014/15, Premie

In respect of each of Seasons 2013/14 to 2017/18 inclusive, the Premier League Rules applicable in those Seasons requiring a member club to comply with UEFA’s regulations, including UEFA’s Club Licensing and Financial Fair Play Regulations, namely: (a) for Season 2013/14, Premier League Rule B.14.6; and (b) for Seasons 2014/15 to 2017/18 inclusive, Premier League Rule B.15.6.
4. With regard to each of the seasons 2015/16 through 2017/18 inclusive, the Premier League Rules that are applicable in those seasons pertain to Profitability and Sustainability. These rules are as follows: (a) for the season 2015/16, Premier League Rules E.52 to E.60; and (b) for the seasons 2016/17 and 2017/18, Premier League Rules E.53 to E.60.
