“In accordance with Premier League Rule W.82.1, the Premier League confirms that it has today referred a number of alleged breaches of the Premier League Rules by Manchester City Football Club (Club) to a Commission under Premier League Rule W.3.4,” the statement issued by the Premier League.

The statement then enumerates the aforementioned violations along with five distinct criticisms of the rulings, before concluding, “Commissions operate autonomously from both the Premier League and its member clubs.” The independent Chair of the Premier League Judicial Panel shall appoint the members of the Commission in adherence to Premier League Rules W.19, W.20, and W.26.

“In adherence to Premier League Rule W.82, the proceedings before the Commission shall be treated as confidential and conducted in private. The publication of the Commission’s final award on the Premier League website is in accordance with Premier League Rule W.82.2. This verification is conducted in adherence to Premier League Regulation W.82.1. Thereafter, until further notice, the Premier League will refrain from providing any additional remarks regarding this subject.

Martyn Ziegler, a writer for the New York Times, has previously stated that if the violations are confirmed, Manchester City, similar to Everton, could suffer a deduction of points in the Premier League, or worse, expulsion from the highest level of English football.

As expected, recent events have generated considerable interest regarding the potential impact on Arsenal’s pursuit of the Premier League trophy for the first time since the 2003/04 season. The straightforward response is that a points deduction for City would provide Mikel Arteta’s squad with a substantial edge in the current title race.

Nevertheless, considering that the more than 115 alleged FFP violations span a period of nine years from the 2009-10 to 2017-18 campaigns, it is highly improbable that Manchester City will lose its Premier League crown from last season. In the interim, the defending Premier League champions reaffirmed their position this week, stating that they continue to encourage an investigation: “The Premier League referred to a Commission under Premier League Rule W.3.4 a number of alleged violations of the League’s regulations by Manchester City Football Club on February 6, 2023,” reads a passage from their annual report and financial report.

“In February 2023, in response to the charges, the Club issued a public statement that it welcomes the review of this matter by an independent Commission, to impartially consider the comprehensive body of irrefutable evidence that exists in support of its position.”
